This is very simple. Outside the science center, go into cover, then aim the scope at the 3 guards on the balcony. Couple of suggestions:

- Do not zoom in with the scope. With a mouse and keyboard, its very easy to keep the scope steady in the farthest view.

- Aim for the body, the guards will still die in one shot, aiming for the head is much more difficult, as they move around too much.

After you defeat the 3 on the balcony, 3 will appear on the roof, repeat the sniping process for them, and the achievement will pop.
