To get this achievement you have to use the engineers and push the Y button, this will lay a mine where you are. I found that putting these on main paths or on the outskirts of base's is very effective.

This achievement was discontinued as of January 2013, a petition to continue Theatre of war needed 1000 people, but was closed due to a "Console war" starting in the thread. It is March 2013 and it has not been fixed yet, I cannot tell if it ever will be.
