Use the glitch shown in the video to get on Amsel's side of the street. Killing him then with the pistol is easy.
That strange jumping in the door is triggering the spawn process of Amsel and his bodyguards.

Just to be fair, this wasn't my solution, I only managed to find this video on youtube :-) All credit to the original author!
