Thisis done in Eviction toward the end of the level when you head down to the subway, you have to kill 10 people when the lights are off NOTE: the lights go on and off about every thirty seconds so be paitent, you know the lights are abotu to go off when your controller vibrates a little i guess that a power surge or something, I found this video on you tube and it worked for me so here you go
