I almost got this but I wasn't paying attention. I was on the $30,000 cost to state and had $98,000+ when I evaded.
Basically, I was suckering the cops in and nailing them with pursuit breakers, trying to get them grouped up as much as possible to create more damage. Plowing through roadblocks helps also. Just be careful of the spike strips. Turn up your volume b/c they will usually announce over the radio where/what lane they have the strips/roadblocks. |

I got frustrated trying to get this achievement during the cost to state missions. After a few attempts I could always get the correct $$damage$$ with a minute or two to go, but then run out of time trying to evade.
Easier route for me was to wait on the highway in open play mode, and bash a few civilians. Within a minute a police car will come along and spot you. Rough him up and collect a few of his friends. Then go for the pursuit breakers when you have 3 or more on your tail. Keep the speed down so they can definitely keep up with you.
Unfortunately you won't get a running total of damage done, but you know that cop cars are $3k and Fed Cars are $4k - just add 3 or 4 to a running total in your head for each chase car you disable (Note that when you stop more than one car with a pursuit breaker it will only annouce the value of one for some reason - add up how many *you know* were disabled from the pursuit breaker cut-scene). When you get to 100, hit the warp-speed button and evade the pursuit in your normal fashion.
I finally did this today, and got to approx $100k in 7 or 8 minutes. To give you an idea of what a pain it can be to evade the amount of very annoyed cops you have on your tail, by the time I finally evaded I was on 18 minutes and $180k :) I had approximately 8 or 9 cars (Fed 911's and SUV's mainly) on me at a time. Was fun in a Bugatti as you can actually flip the 911's fairly easily, but took ages to finally lose them.
Oh one other piece of advice, slow right down for the roadblocks, until you can see where a spike strip may be. They normally shout it out on the radio, but not always and if you hit them this will 99% of the time bring your pursuit to an end.
EDIT: Just to add that after I posted this I got The completionist achievement One mission I hadn't got before end-game was a 'Takedown 20 Cop Cars' mission, which gave 15 minutes. A little bit more leeway for you if you really want to do this and complete missions at the same time. |

| Pick one of the longer pursuits for this which will come later in the game - this achievement wont come quickly at the start as the pursuit events there are not nearly long enough to cause enough damage to make $100,000. Just be patient and the achievement will come! |

So i guess people think this is a hard achievement to get when in reality is pretty easy. So i will explain and easy solution/way on how to get it..
1st. Wait till u unlock tier 2 cars (or simply use a well tuned tier 3 car)
Note: please equip the tier 2 car with Nitrous for getting away in tough situations 
2nd. Go into free roam and just cause trouble by hitting things or search/wait for a cop to show.
3rd. Use the speed breaker in tough corners when you are in trouble and use the pursuit breakers as much possible (If u have trouble finding or don't know where the pursuit breakers are simply press the Start [?] button or the D-pad Up [?] Button)
