You should unlock this by the end of single-player campaign, if not build everything and it will unlock.
If you have trouble getting this to unlock, reactivate the Artist by requesting that a building be repainted. It seems that the Artist hat will reset when you turn the game off. (Thanks to Andrew X360a)

Transporter – Get to transport planks or anything from one place to another. NOT a normal Miner etc that’s taking to a store place.
Guild Hall – Train a Kefling at Guild Hall
Primary School – Train a Kefling at Primary School
Secondary School – Train a Kefling at Secondry School
Artist – Place in Artists Plaza
Miner – Mine some rocks
Wood Cutter – Cut wood
Crystal Miner – Mine some crystal rods
Sheep Sheerer – Sheer Sheep
The rest are gained via progress in the game with the main Kefling |
