I can confirm it 100% You must purchase 60 upgrades ALL AT ONE TIME in order to pop this achievement. There is a 50 million credit limit, so you must be mindful of which upgrades you pick. Mission Supports Upgrades DO NOT COUNT for the achievement.
When I popped it, I was with Russia, and I had 8.8 million left to spare. My original intention was to earn enough for every upgrade available but did not know about the 50 million credit cap. When I unlocked the achievement, it was speculated that the command vehicle did not count back in 2009, but others have confirmed that the command vehicle upgrades do count towards the achievement since then.
Achievement will pop on the 60 upgrade purchase in the barracks.
