This can be unlocked from the beginning.

Once the game has loaded and you are viewing list of the main games press B which takes you to the Museum.

Once in the Museum press RB/LB to switch to the art of the game, now press A on the Box Art to open it then press B to go back to the art menu and do the same for the Case Art.
Once you have viewed the Box and Case art for a game you can press the RT/LT button to switch games and do the same for the next game, if you start at Alex Kidd and press RT each time you will get the achievement once you view the Box and Case art for Zaxxon.
This takes no time at all.
