Hokuto Q was accurate in his solution, but I found it incomplete. First off, Hit & Run doesn't require KILLS, it just requires combo hits, 20 for level 1, 40 for level 2, 60 for level 3. Combo Death of the Empress requires combo kills, 50/70/100. Both achievements can be completed fairly easily with the below method, but Combo Death can be done easier on the "Easy" level, while I found Hit & Run required "Normal".

First step - MOST important step - make sure you have a healing gem before you try this method! Then, go to level 5 on Normal difficulty (Easy gives you more kills, but less hits, since the zombies die so quickly). Accelerate past the first two groups of zombies without hitting them, then start splatting zombies. Accelerate and brake with the dogs behind you, so you always have a zombie to splat.

Here's the key - once you near the end of the level, a relentless dog pack will be constantly attacking you. These dogs are the best way to get long hit streaks (over 100 hits), BUT THEY WILL KILL YOU! On Normal level, they'll eat your face in no time. This is where the healing gem comes into play.

Once you see your health getting low (2-3 bars of life) and your hit streak getting high, hit the Back button and use the healing gem. It doesn't break your streak, your character gets a full bar of health, and the dogs can do their worst, and you'll probably still finish the level.

I tried Hokuto Q's solution, and could not get the achievement without using a health pack. With the health pack, I nailed it on the first try.

***Note*** ALL the quest levels must be done in separate level playthroughs, so if you play through Level 5 three times in a row (and maintain the streaks you need), you can knock out the Hit & Run and Combo Death of the Empress achievements without any trouble.
