This one is actually pretty simple just go to Challenge Mode and chose the Time Attack Normal at Level 1. CPU cannot block so just choose either Ken or Ryu and do down-towards and two punch buttons. Since you have infinite Super Meter you have an unlimited EX Fireball that the CPU cannot block. This shouldn't take to long took me around 10 minutes.
