You purchase the counter kill packs from the telephone booths scattered throughout missions, just play through the campaign and unlock them as you go, or alternatively play through and unlock the guns while playing and just play through the last mission a bunch of times to rack up enough cash and unlock them then!
Heads up though; Solution for Millionaire in 50 Cent: Blood on the Sand, with that in mind, it's a good idea to go for that achievement first and working on this one once you've unlocked the Millionaire achievement!
I've linked in a video montage of the counter kills so you can see what they are and what they looks like, it's not a video guide in any respect, just a way for you to see some of the counter kills!
