Go to a spot where there's a rocket launcher dude. My preference is Mission 4 Chapter 2 at the beginning near the 2nd sniper scenario that you get since there are two rocket launcher guys. Right after one of them shoots their first rocket, go into gangster fire and wait until you see them slightly move their arm upwards. Shoot the front of the rocket launcher and you should get it.


A lot of people suggest that you can just shoot it with any gun but I found it to be a LOT easier with a sniper rifle as you can zoom in and really see the rocket.
