A good way to earn this achievement is to wait to the end of the game, by this time your squads should be around level 15-17. Rather than clicking on the special assignment mission that will end the campaign, grind on the optional missions that appear. As you play them your squads will level up - This will also make completing the final mission easier on harder difficulties.
