You can attempt to do this in a regular game. Try to lead off as much as possible and use a speedy runner. It's much easier if the pitch happens not to be a fastball (if you somehow know what's coming). Weak arm catchers are easier to steal on also. Some pitchers have longer windups (Like Lincecum of the Giants).
Otherwise you can use these tips.
1) Play with a friend online. Have him intentionally walk a guy, then you steal the bases. Don't forget you can steal home, just have him throw the ball to a different base when running.
3) Increase your sliders in the in-game menu, specifically speed and hitting so that you get on base in the first place. Then steal away.(Did not get it this way, can not completely verify)

No need to read or do all that stuff from the other solutions this way can get you 11 or more playing a regular game.

Play AGAINST the Brewers make the starting pitcher D.Bush as he takes 50 years to throw the ball. Then just pick your team or a team with good speed (I play as the Phillies and was stealing bases with Ryan Howard against this guy) take how ever many steps off the bag he'll let you get when he starts to throw the ball just run to second and stay there. With a fast runner you should be able to take third base as well.

You should have no problem with this I stole 3-4 times on fastballs with slow runners....

Cat Burglar + Sticky Fingers
You do not need to play any of the default settings to unlock this achievement (or Sticky Fingers/Cat Burglar), but this will force you to surrender the ability to unlock the player cards which are necessary for All the Tea, Two Hundo, One Hundo, A Man for All Seasons, If You Build It..., Teamwork, and Spread the Wealth (and Grand Poobah obviously).

Keeping this in mind, here is how to obtain the stolen bases without obtaining any of the cards:
1. Set the following Difficulty sliders to the numbers listed next to them:
Running - Base Runner Speed: 100; Pickoff Success: 0; Catcher Throw-Out Success: 0
User Settings Pitching - Pitch Speed: 0

Set the following Presentation Settings sliders to these settings if you haven't already done so:
Strike Zone: On; Inside Edge K-Zone: On

These settings will allow for you to bypass the option of manually changing the catcher's arm strength, allow your runners to get a great jump regardless of the pitch type (or count) and give you overall better odds of stealing the bags. The Presentation changes will give you a better idea of where the pitch location (and pitch type) could be based on the pitchers tendencies, as well as clue you in as to when to grab your jump and start your runner for the bag.

2. Set the Boston Red Sox starting rotation to have Tim Wakefield as the number one starter. This will allow you to face off against Wakefield's knuckle ball when you start up an exhibition game. The combination of Wakefield's slow delivery to the plate and already slow knuckle ball will allow for you to get an even better jump on the bag, thus almost ensuring a stolen base.

3. (OPTIONAL) Manually change your desired team's speed ratings by manually changing all of the player's speed ratings in the edit player option. Warning, this is a slow method as you have to highlight every individual player, select the Edit Player option, and then go to the Abilities panel to change the Runner Speed, Acceleration and Stealing Aggression attributes to 100. At this point, I suggest this isn't necessary as you're already gaining these kinds of bonuses with the Difficulty sliders and facing off against Tim Wakefield. Use this option if you're planning to play under the default options in order to unlock certain player cards who require stolen bases (ie. Jose Reyes, Grady Sizemore, Denard Span, etc.).

4. Start the game with Boston as the home team to ensure you bat first, and with your lead off man simply get on base any way you can. If you're playing with a speedy enough lead off (ie. Jose Reyes, Chone Figgins, Michael Bourn, Ichiro, etc.) then you can probably lay down a good drag bunt by holding up and slightly left with the left analog stick and pressing X just before the ball crosses the plate. If you've never attempted a drag bunt, either practice or ignore this option and focus on squaring the ball up for a line drive over the corner bags (first or third) or hitting a hard comebacker up the middle. Just focus on getting to first base first.

5. Always take three steps, even if the pitcher throws over to keep you close. It is vital to get those extra steps taken away early on in your leadoff so as to cut down the time needed from your player to take the base. Hit Left Trigger (LT) three times and hold down LT on the third tap to signal to your runner to steal the bag - be sure to let go as soon as you see the strike zone disappear from the screen. This will also be crucial for your attempt at unlocking This Old Man Came Rolling Home (steal home plate).

6. (OPTIONAL) If attempting to steal home plate it is vital that you have a speedy runner of 80 or greater speed (and Acceleration). While stealing second will be easy for any player on your team with a speed rating above 0, stealing third and home become trickier. Stealing third will require some protection at the plate, mostly in the form of a right handed batter delaying the catcher's throw. Home, however, requires a big jump, great reaction time to the vanishing strike zone (to trigger your steal) and a fast runner. If all of your base runners, however, have been modified to have greater speed via your alterations then you should be fine and able to obtain that achievement as well.

7. Don't abuse Wakefield too much! I can't stress this enough if you struggle to steal the bags but have almost no issues tagging him up for a few runs. The computer will not hesitate to pull him out if the lead becomes too big in a short amount of time, and you will be forced to try and steal off of more average pitchers who rely more on their fastball than Wakefield. Tim sets everything up with his knuckle ball, often throwing it 80% of the time, which is good for you to steal the pads. So unless you already are on your way to unlocking these stolen bases based achievements, try not to kill Tim too much.
