Here's easy way to defeat Jill. When Wesker is still around, just keep avoiding both until Wesker left the scene. When you're back in control, use grenade launch with flash ammo or flash bomb on Jill. When she's blinded, shoot that piece on her chest. Then grab her and try to pull that thing out. Repeat and she will never had the chance to even move.
