basically all you need to do is line up behind another racer and go off a jump. if you lean back a little bit, it will more then likely land on them. or you need enough speed going off the jump to get in front of them.

Maybe it was just luck, but I got this on the first career race. As soon as you can go, hold down the right trigger all the way. Stay close to another racer and when you go off a bump, right at the beginning of the race, steer over him.
