To get this and its counterpart achievements easily, make a save when you're a few XP off getting level 30. Then open the console and input the command "player.rewardkarma x" without the quotes, substituting a number for x. Use positive values to gain good karma, and negative values for bad karma. I found that -500 took me from good karma to neutral, and then another -500 took me from neutral to evil.

easy achievement press the dev key and type into it player.setlevel 30 (but make sure you are neutral) then press enter and the achievement will unlock
or press the dev key again and type into it
addachievement 63
then press enter and the achievement will unlock
