After liberating the Dust sector, you move on to the Badlands. Complete all of the 3 main objectives (yellow hexagons on the map) and a selection of EDF property and guerilla actions to reduce the control of the EDF to zero. The achievement will unlock just after the game tells your you have liberated the sector.
