    Just to add onto this solution:
    James Winninger is located in Sequence 7 on the Web of Intrigue. That means it'll be a while into the game until you can consume him.

    The target you are looking for is James Winninger. He is located one street south of the "overkill" event. One the left side

    Okay. A much better guide.

    To get certain targets such as James Winninger, you need to consume other targets around him in the web to have access to them. In this such circumstance, you do need to be in sequence 7, but there are 5 targets you must consume before he even spawns on the map.

    you will see pcf Timothy Lamons which is consumed as part of the story and opens sequence 7. Then you need to consume the others between him and James, and when you have, James will spawn in the top left (NW) area of the map.

    Of course, he will spawn in a hell infested area, so when you go there, take a chopper, there is one on an even near him. Get that before you go to his area.
