I've found the best way of doing this is to fly around the city in a helicopter. Make sure not to fly too high, as it will not always pickup the targets.
A few targets also spawn in the military bases, so remember to infiltrate them as well.
Just to clarify - this can be achieved once all of the main missions are complete. If a target dies they will respawn later on in the game, just leave the area for 5 - 10 mins and they should reappear. |
