After completing the Mother Boss fight, you will have the opportunity to acquire a special "Web of Intrigue" node that will unlock this achievement. The person containing the achievement, Dr. Henrik Sebring, should show up just underneath the "Times Square" text in the centre of your screen. Consume as normal and the achievement should pop.
