If you Just want this achievement, i would start the any campaign and choose to be a ruler with Sun Shang Xiang or a custom archer (if you make a custom archer, give him/her the tax card to make life easier) ,max out their weapons with any extra effects you want and play through it. Then load off it after you're done, choose the campaign you need to do, choose the person you just maxed out and join whoever has the most land.
Don't forget to get the "keep previous weapons" bonus.
