For this achievement saying as those 2 guides only tell you how to buy it. You must equip the CEC Mining suit. Well if you havn't already noticed you don't have it unlocked. In order to unlock it you must win the first challenge at TPC Boston. To unlock that course you must score 45 points in your tiger challenges.
