If you are finding yourself having trouble actually getting to the jump like I did, the video below will guide you right to it.
As Nath360skillz mentioned below in his solution, if you boost all the way up the ramp, you'll be sure to get it on your first try.
*When watching the video, fast forward to about 2:15. As the maker of the video pointed out to me in the comments, they were actually looking for the jump too.*

| Very easy. You're likely to get this on your first jump. Just boost all the way up the ramp. The ski jump is located between Pitt Av and Maguire road on the dirt tracks. |

This can be unlocked at any time, online, offline, in any race mode.
The Crash TV Ski Jump is located not far from the junkyard on the dirt tracks, found by driving up the dirt round located at the east side of Grange Hill, behind the dirt ramp are two paths with Mega Jump cones,the path to the left leads to the Ski Jump.
Make sure you have a full boost tank before jumping and try to keep the car straight off the ramp to avoid crashing when you land.
