This is pretty much required to beat the game. Just grind/level until anyone in your party reaches level 20. Odds are that it will be Nei since she levels quicker than any other character. You will have this before entering the Bio Systems Lab. Personally I used the save method to get through the Bio labs, and got to Piata (Nei level 17) and leveled up there since the enemies give high experience and are not overly tough. Of course your mileage may vary. Just grind/level and the achievement will unlock.
