The questions in the European Version are different from the US version, so here's the answers and how to get the quest started for the European Version.
Once you can get to Nam Cobanda Island talk to the Kowz opposite of the Pokertable, there will be tables with books in a half circle in front of him, he will tell you all about the Nam Certificate (thanks DaShAg). He then tells you that you can take the test, but first you need to find 5 books.
The locations of the books are:
Halure's Mayor's House
Fortune Market HQ at Torim Harbor
Knight's HQ in Heliord
Mantaic's Inn
Flynn's House in Aurnion
They're located in cabinets or bookshelves, a small scene will play once you find one.
After collecting all 5 books head back to the Kowz in Nam Cobanda and you get to take the test.

You only get 1 attempt per playthrough, so if you missed it you'll need to either load an old savegame or start an ex new game. |
