You only need five victories as an outlaw. Obtain this by working on the "Been There, Done That" achievement where you need to play through the entire match (standard and revenge match) once on each of maps. Doing so will also get you Welcome to the Frontier and should help you quickly obtain the Tin Star and Crime Does Pay achievements for five victories each as a lawman and an outlaw.
