Basically just save up your power swing, when you see the blimp come in from the top right-center of the screen, hit your triggers to set your power swing. Power swing without any direction held on the analog stick (just press B, no direction). You may hit it on the first swing (I did), but most people are saying it hits on the 2nd swing.

Save your Big Blast until the blimp comes into view. Once you see the blimp pass the building with the VILOTUS sign (top right) activate your Big Blast. To hit the blimp, use a power swing (B) without aiming the left analog stick and it should work. (I hit it on my first swing but it can take two)
