In training mode go to the very edge of the map and face the water, then just keep throwing petrol bombs into the water.

This is probally the quickest way as you can just keep hammering A and there is no time taken up waiting for the bomb to blow up.

go into Training use petrol bomb and then start napalming things when you get bored!
