This achievement is easiest:
1. On Easy
2. With friends.
If you're going solo, notice that Shredder tends to be least able to dodge/block the attack your turtle does after his second jump. Playing with Leo, I found that using that attack on him and then utilizing another jump kick to get away helped me chip away at his life without taking too much damage.
If you run in on him, you probably shouldn't go for more than three hits at a time (or a special while closing in on him and then one more) if you want to leave yourself enough time to jump back away.
Additionally, when he gets lower on health he'll start to use an attack where he rises up into the air to fire spike shot at you. If you use a double jump attack (single might also work, I can't vouch) while he's rising up, he should fall back down - you can chain this to drain his health pretty fast.
I was able to beat him pretty handily on Normal keeping these things in mind.
