This achievement must be done on Veteran on the mission "Urban Nightmare". Like I said in the video approach slow so he doesnt notice you.

This is nearly at the beginning of the level first take care of the 3 squads that are there in the streets. once clear if you go into birds-eye view you will notice the only path you have is going down that long street and that there is a couple of squads there get your sniper guy out and creep out until you can see them then start taking them out 1 by1 until all dead then it should pop up once that happens.
