This is pretty easily done in Chapter 5, "Everybody Runs." There is a rage section near the end of the chapter in an area with eight spawn doors. Don't go after the spawn doors and just start killing thugs -- there will be enough spawning that you won't be in any danger of running out. The achievement will pop as soon as your chain kill count reaches 60.
