This may seem stupid, but the best and most overlooked tactic in the game is to STAY BEHIND COVER. You are not Master Chief. If you want the achievement, get used to spending time behind walls and crates, and run away when necessary. Pop out, shoot an enemy, then get behind cover to reload or let your stamina come back. Wipe out all the enemies in an area before continuing, or you'll just be killed on the way.
Doing it with a friend will be easier but if you want to do it alone, stay behind cover. All the time. When it comes time to kill a chieftain, run away and move around obstacles to keep distance between you and him, try to take him out with heavy weaponry such as a fuel rod cannon, gravity hammer or rocket launcher. Nothing else will suffice, and plasma pistol overcharges won't do anything to him.
Try to avoid Hunters too, I played through the entire game without having to kill any of them, I'm sure you can too.

Here is a beginners guide to Legendary:
Follow the link, it has very useful tips and stragies. It is the first video in a series of walkthrough episodes to get you through it. Look in the related videos for the next video.
Read on for tips of my own from my experience of legendary. Before you read on can I just say if you are going to get all the audio files complete the game before doing so. Also, rember you are not master chief, you have stamina and your health doesn't recharge and you take damage from falling from high hights. I would say the campaign is much easier to complete on Legendary than Halo 3s. If you just got ODST then you might as well do it first time on Legendary for all the achievments.
-Use ammo wisely and sparingly. It is best to aim for headshots on every enemy as this kills them quicker. Try to aim for sticks, pick up as much grenades as possible. Do not waste grenades they can be just as important as gun ammo sometimes.
-Work out which enemies are agressive shooters and which are less and base your strategies around this.
-Always take your time. If you die don't give up. Try different tactics to get through.
-Try not to get checkpoints when your bar is red and bleeping. There are plenty of health packs if you just look around. I always heal up just to be on the safe side.
-Try to sneak past enemies: for example, hunters (as they need to be stuck 4 times to be killed and so have a large amount of health and damage). This can be easily done and will make the campaign shorter.
-Do not use the weapons: shotgun and assault rifle. They are useless in this game. Good combinations of weapons include the carbine and plasma pistol, pistol and plasma pistol. The plasma pistol can take off brute's armour/clothes and then they are 1 shot in the head with the carbine or pistol. Pick up jackals snipers as it is just 2 body shots to kill a brute (I think).
-Take out enemies from a distance (especially grunts). Take cover and do not rush, you will get nowhere doing this.
-Let the AI be the distraction. As you go through the game you'll find teamates, you can use them as the distraction as they have infinate health. You can come up from behind the enemy while they are attacking the AI and stick them for example.

There are a lot of solutions, all of which are fine. I would suggest that you complete the game on Normal (or easy) before you try the game on legendary. This is because moving through the streets of New Mombasa takes MUCH longer on heroic/legendary than normal/easy (as you would expect).
You DO NOT have to play any of the game in New Mombasa streets to get this achievement. You can simply finish the game on easy, then load up each level individually on legendary.
As other people have stated, cover is vital - do not try to rush this game. It is best to have at least one friend with you, so that they can act as a temporary spawn point.
I completed this game in legendary with one friend in a few hours, whereas we spread Halo 3 over several days on legendary.

This is going to be sort of a recap of what a few other people have already said, but not exactly. Here's how I got this one:
1. Played Campaign co-op with two other friends who are familiar with ODST. I know, I know, that makes it easy. Very true. It was also a lot of fun.
2. Loaded up all the non-Rookie levels, one at a time, and beat them. We did NOT play "Prepare To Drop". In fact, we first played "Uplift Reserve" just for fun and then decided to play all the rest of the missions to see how quickly we could get the achievement. So as others have said, you don't have to play them in order.
3. After clearing each mission, as soon as we returned to the Rookie, the leader hit the Start button and then selected "End Game". That took us back to the Campaign Lobby. From there, we picked a new mission to replay, dismissed the "this will erase your progress" dialog (that only applies to the mission you're about to replay, not your progress toward the achievement), and started shootin'.
4. Here's the interesting part: we switched party leaders after "Uplift Reserve" and it still worked fine. I don't doubt that other people have had trouble with switching leaders blocking them from getting the achievement, but it didn't bite us. This may (or may not) be because we did the whole thing in one sitting.
5. Because there were three of us, we were able to finish off most enemies without an excess of trouble, though Legendary's no cakewalk even with buddies around. Flanking, encircling, crossfire, covering fire, leapfrog advances—all served us quite well. (Side note: it's possible to have three tanks going simultaneously in the middle of "Kizingo Boulevard". DAMN, that was fun.)
6. Finished the whole thing in something like three hours, with "Coastal Highway" taking the longest. Unlocking the "Legendary" achievement also unlocks the "Heroic" achievement, so it was 2 for 200 plus the ability to use the Dare character in Firefight.
...aaaand that's about it. Hope that clarifies things for anyone who might've been a bit confused or wary, as I was before I actually went and did it. |

| Fastest way to do this is with someone who knows what hes doing and has beaten the campaign already. They will run through the level knowing what they are doing and you can just follow. Brutes with gravity hammers and brute shot will tear you apart, so watch out for them. Try to take grunts out from a distance with the magnum because their needlers and plasma pistols can hurt you alot when you are trying to take out brutes. Hide alot, save grenades, find health packs. If one of you dies, don't be a hero, back up and let them respawn. Let them drive the warthog if you have not played the campaign before. My friend and I beat the campaign in 4 hours yesterday and we watched every cutscene. For some reason this campaign is easier on legendary than halo 3, even though it should be harder because you are not as strong as masterchief. |

| In addition to the above strategies, I found the easiest way to do this was to start from the beginning, but as soon as you finish Tayari Plaza, exit to the the menu and load the next chapter without playing the streets as Rookie. Of course, in order to do this, you have to have completed the game on a different difficulty already. |

There are two main established ways of doing this. 1) split screen and the second controller is used as a spawn point so basically you get infinite continues and can suidice kill enemies and respawn very simple.
2) solo play - downside you will not have infinite respawns grunts are a bit more deadly not to be messed with in packs close range they will burn you down. Ive done both methods the first is easiest but less challenging and you may not have a second controller. If you look under each level completion achievement I have started to put a legendary video walk through and a text based guide for an alternative choice. |

-All of the above have good points, I'm just going to clean things up and make a short simple guide--
For starters, you arent the chief, your health is dropped extremely fast and if hurt enough it affects your health bar. Always use cover to hide and heal while you wipe out enemies. When your character starts breathing heavily, it's probably best to hide before taking serious damage. Another note, its always smart to have a plasma pistol (unless of course you've found a rocket or sniper) as the pistol can knock brute armor off easily if charged. after their armor is gone, anything that can deal a headshot (the marine pistol is ideal for ammo) can take them out quick. The marine pistol is also great for grunts, because headshots take them out fast. Knowing where medpacks are is always useful, and as others have said, no you don't have to wander the streets if you've already completed the story, just select a chapter and play. But I ran through it on hard my first try and so here are somethings if you do: Weapon cache's are your best friend, find them and stock up. Vehicles are extremely useful, usually you can just drive by and avoid many fights. Also, stealth is legitimately usable, sneak around to avoid fights or take out a fair amount of enemies to even the odds. -2 Player is the absolute best solution for those having troubles with surviving! Set up P2 somewhere safe, so you can go off and fight and if you die, you have a back up to respawn off of- |

The easiest and most enjoyable way to earn this achievement is certainly to grab a friend and run through on Co-op. We ran the entire game on Legendary in a 4-5 hour brofest with only minimal complications along the way. Also, like all other Halo games, if you do encounter a spot of trouble you can always have one person sit back and allow the other to keep spawning and running suicide missions.
The Legendary difficulty seems to have been scaled back for ODST, so all in all you should net yourself some nice GS with minimal stress. Good hunting! |

| This game is relatively easy and with friends it only gets easier. I suggest you do this with some friends and get rid of enemies from a distance. Alot of the time they can barely shoot back so your pretty much sorted. The respawn system is the same as the previous Halo's so whenever a team-mate dies you can retreat and then continue on your attack. Also as Yankee has said the campaign is alot easier than Halo 3's but for some reason it shouldn't be. The factors that should hinder you actually strengthen your resolve. |
