We crushed this on 4-player co-op by having 2 people constantly on the Warthog and Gunner and one person circling in a brute chopper. The 4th man has to rotate for the spartan laser, that is located under the middle buildings escalator stairs (located on the back side of the building in the middle), and take it to the top of the building and pick off the wraith tanks that spawn.
The brute chopper should concentrate on brutes and hunters and the gunner warthog should concentrate on anything else that moves.
Circle to the tops of the middle building for health packs (located on the walls to the left and right of the middle entrance) when needed but then get right back to business.
It's also important to spare grunts when the Black Eye skull turns on; as you will need to melee grunts to revive health with this skull on. Pick off all the big guys and leave the grunts for last so everyone can recharge health before the next wave.
During the bonus round after Set 1, be careful of suicide grunts and you will rake in the points. Use grenades on the drop zones to cause area damage and yield easy kills to get big points and extra lives.
