You DO NOT DO HER PERSONAL QUEST for this achievement.
Romancing Morrigan can be done during your FIRST VISIT TO THE CAMP.

I used a human noble warrior to do this.

After the fight with the ogre in the tower.
When Flemeth says Morrigan is going with you.

As a male, get Morrigan to favour you enough to have a roll in the hay at your camp. This is probably also the first of the romances you will encounter. Although Morrigan has an outlook on life at odds with most npc's you run into, you can always try removing her from the party when you know she will not approve of the outcome.

Focused on early, this can be achieved after completing Lothering without any special plot gifts. Save up your gifts and lay it on her, starting with the Golden Rope Necklace, which will boost her liking of you by 8-10. Jewelry and alchohol works too (1-4). After that she will have warmed up to you enough to carry on through most of the conversation trees. Save your game first and talk about everything available. Morrigan can be a bit tricky to figure out, but reload if you get a negative outcome.

Once she likes you enough, you can talk to her about "something personal", and try kissing her for a last little boost. Once you finnish Lothering, look her up in your campsite and play coy.

There is a bug present in the game that generates infinite approval with Morrigan.

If you speak to the Revered Mother in Lothering about freeing Sten there is an option to intimidate her, Morrigan finds this amusing but she reacts before the game determines success or failure. The intimidate option doesn't disappear if you fail. SO simply repeatedly threaten the old woman, failing each time, to generate max approval with Morrigan.

As you talk more with your companions, if you check your codex, it will list some of their 'likes.' Morrigan likes jewelry, as well as selfish/darker decisions if she is in your party. Also, there is a 'black covered tome' gift you can find in the Circle Tower, which will give her a huge boost and unlock her companion quest.

Bedding this witch is not a hard as initial conversations with her make it seem. Yes she well hate anything nice you do, making seducing her hard to do with a morally clean Warden. Having problems with getting her to like your character then just bench her. Go about your game until you have a size able amount of gifts about 20 or so (the Black Grimoire being one of the most important for her, which is acquired during the Battle in the Circle of Magi) then simply take her into your party and unload all of the presents on her, save and then work your way through dialogue with her avoiding the obvious insults. If you get an approval then save, if she disapproves then reload. The dialogue took about five minutes for me to work through.
After I returned to the camp after giving her the Grimoire she gave me the quest that’s associated with it. Once I completed the quest her approval is well over 50 at this point which is all it takes to get the achievement. My second return to the camp I went over to talk to her and that triggered the conversation that allowed me to sleep with her, and Pop!(In more ways than one)
