Not much to it - just make a promise to build something in your election speech, and go ahead and build it after the election. I unlocked this in the first campaign game by promising to build a school, since I was just about to build one anyway. I actually started building it during the election, and it didn't complete until after the results were in, which was enough to unlock the achievement.
