For this achievement you need to win an election with 80% or more of the votes, the best way to get this achievement is to try and keep your population happy, I found that if the people are happy with how you're running the island then you'll receive most the votes in an election, of course there are are a few things you can do to boost how many people want to vote for you.

You may want to make a separate save game before using some of these methods if you don't want to possibly destroy your economy, if you do decide to make a separate save file be aware of the save glitch, see here; see here; Tropic 3 Crash

Wages; Just before an election or even during an election you can increase everyone's wages to the maximum, everyone loves getting paid more, this will increase the job quality on your island.

Tax Rebate Edict; Another quick and easy way to gain some votes, hold "RT" and press "A" to open your edicts menu, scroll through until you find the "Tax Rebate" edict and enact it, the more people you have living on your island the more this will cost to do.

Other then that you should try to keep your population happy by ensuring you have adequate housing, health care, religious satisfaction among other things, a full breakdown of your populations happiness can be find in the almanac, to access your almanac hold "RT" and then press "Y", cycle through this menu until you find the populations happiness tab, click "A" on it and a full breakdown will appear on the right page, use this to work out what you need to improve on and what you don't need to improve on anymore.

All of these tips will ultimately increase the happiness on your island and how many people want you to stay in power.

That being said this achievement isn't that hard just use some of the above suggestions and you'll get this easy enough.
