This achievement is incredibly simple, as it says in the description you just need to address the people from the balcony of your palace, this can actually be one of the first things you do in a game, you don't need a set amount of people or happiness among the population.

All you have to do is hold "RT" and then press "B", doing this will select your avatar/dictator, now find your palace and press "A" on it, your avatar/dictator will travel to it and automatically address the people from it himself, that's it!
