This total is cumulative across all the games you play.
The easiest method for this seems to be to start up the "Where's the Beef?" challenge, and pause the game. Simply go to the edict menu, and issue and cancel the "Food for the People" edict repeatedly. You can do this 80 times this way, which allows you finish this relatively quickly or to wrap it up after you have completed the other achievements.
