It should probably be noted that even decorations and statues are considered buildings so if you really just want to power thru this achievement then load up a game with the top amount of starting money and start building palm trees all over the place. They build instantly and are cheaper than shanties.

You don't need to complete the construction of the buildings for them to count towards this, just placing the scaffold is enough.
You'll probably earn this as you progress through the campaign, but if you want to power through, start a sandbox game with as much starting money as possible and just place shantys everywhere until you're out of money, and then restart the level. I recommend quitting to the main menu and starting again as opposed to using the restart option on the pause menu, as that may not save your stats.
