Please note that this isn't a guide on how to earn the achievement but how to possibly fix it if you have already unlocked for it to not sync up to Xbox.com and correctly stick on your gamertag.

This should apply to following well known glitched achievements, I imagine it'd work for others as well if you've been unfortunate:

The fix consists of rebuilding your Games for Windows Live profile and is simple to do.

What you'll need to do is go to the relevant folder in Windows for where this data is stored.

For Windows 7 / Vista it'll look like this:
C:\Users\Your Name\AppData\Local\Microsoft

For XP it'll look like this:
C:\Documents and Settings\Your Name\Application Data\Local\Microsoft

You should see two folders in here named "GFWLive" and "XLive". All you need to do is rename them, do not delete them.

A safe way of renaming them, as well as reminding yourself where they are if you need to restore them as backups is to rename them as such:

"OLD_GFWLive"
"OLD_XLive"

Simply put "OLD_" at the start of the name.

When you boot up the game, you'll need to manually sign in with your gamertag, what'll happen at this point is a complete download of your tag and its associated data as if you're redeeming it from scratch.

This will also create new "GFWLive" and "XLive" folders.

Once it has downloaded, you can try simply winning a race in single player. Once that's finished, the achievement should pop but this time should sync up to Xbox.com and therefore your gamertag!

Confirm this by waiting a couple of minutes then checking online.

Once confirmed you can do pretty much whatever you want with the backup folders, they're safe to delete at this point as you'll have fresh and more likely fully functional copies of the profile in the newly created folders.

This achievement is buggy!

At least, it is on the PC version anyway. Don't know about the 360 version.

When you unlock this achievement, it will *not* sync to xbox.com *unless* you unlock *two* other non-bugged achievements in the same session, so make sure you have some two other easy achievements locked if you intend to unlock this one.

If, like me, you have unlocked all other achievements (or all other achievements bar one), then this achievement is unattainable until a patch is released.
UPDATE:
There is a solution! I now have 100% in this game (after over 2 years!) which is frankly amazing. Mega props to Lolatron for his solution and restoring my faith in humanity (for a while).

Please refer to jamro1149s great solution on details on how to fix the bug with this achievement

Ok so for the best part this achievement is quite hard as most of the time you'll get in a race and on the first corner you'll be planted into a wall by your opponents or you'll be up against some DiRT enthusiasts that know how to do the tracks perfectly.

So your best bet is to search for a single Pro Tour (as team wins dont count, unless you still place first overall) on rally or trailblazer as these game types are non contact (opponents are ghosts) or if you're lucky the 'Ruckas' playlist which is generally empty, so this would be the best place to host a gaming session with a minimum of 2 people.

There will be tough competition if you attempt this legitimately so you're gunna need to get used to the game and unlock some of the special cars like the dallenbach (trailblazer) before the wins start coming in.

Ok so after finally getting stuck in with the online myself i can suggest some good vehicles to use (personal preference)
Rally: Subaru Impreza Sti Group N
Rallycross: MG Metro 6R4 or Ford RS2000 (if you can handle it)
Trailblazer: Dallenbach or Nissan 350Z
Buggies: Herbst Smithbuilt or PRC-1
Stock Baja: Hummer H1 or Honda Ridgeline
Trophy Truck: Toyota Stadium Truck
Raid T1: Mitsubishi Pajero Dakar 1993 or Hummer HX

If like me, the 3 broken achievements were the last you need but would not update on xbox.com. This is what worked for me.

Go read the below forum post and follow the advice of the user: AggaUgga. (The only file you should need to replace is - PGRRLTKJNZ)

Next make sure you have already completed the requirements for the remaining broken achievements you need in game.

Now delete your GfWL profile from your system:
(Note that this will erase game progress from several older titles such as: gears of war, Juiced 2 and Flatout. So make sure you backup files where you need to.)

Go to this folder on your computer:
Users\username\AppData\Local\Microsoft
(username - your PC login profile)

Rename these two folders to keep them as backup:

GFWLive
XLive

Now load the GFWL Client and Recover your profile.
This will give you a clean GFWL load for your profile.

Now with your fresh profile, play any single player race and the achievement should pop again and sync. to xbox.com

I previously tried every other possible combination to get the achievements to stick but after numerous attempts of deleting savegames and profiles and countless races, this was the process that stuck for me, and it updated on xbox.com straight away.

I can only hope this will help anyone else that is waiting for a permanent fix.
