Although all the information to finish this achievement is already there in the solutions and comments posted, I found I was still having a lot of trouble with the Creator level so I thought I'd pull together how I did it:

1. Get 100% on all the six main story worlds before even starting work on the Creator level.
2. Using the Level Builder section of Creator, complete each of the four tutorial levels. You may have done this earlier since it unlocks another achievement.
3. Use the Character Builder section of Creator to create a single character. I'm not sure if this is needed for 100% but it's needed for one of the other achievements anyway. You can delete him straight after creation.
4a. CREATING THE LEVELS: This is the bit I found confusing. You need to create a total of 7 levels in the Level Builder section of Creator, one for each movie (Raiders, Temple of Doom etc.), NOT one for each story level. Go to Level Builder and create a level in the first empty slot. Press right once, so you have Raiders of the Lost Ark Theme selected and "Start With Empty Level" showing at the bottom. You don't need to touch any of the pre-existing levels by pressing down. Now, when it says "Select Level Location", choose the default. It makes absolutely no difference which location you use for each level - it can be the same one every time if you want, but I just used the default. After creating each level, I deleted it, creating the next one in the first slot. You don't need to keep the levels you create, you don't need to test them or play in them or actually place any items at all on the map. I think you do need to use "Save and Exit" when you come out though so that your purchases are saved.
4b. BUYING THE ITEMS: When you first land in the blank new level you will be a blue and white builder guy. Press yellow, then up and to the right to select the "Switches" category. You need to buy everything on the screen - anything not purchased will show in black, EXCEPT THE CURRENTLY HIGHLIGHTED ITEM, so make sure you move of the selected item to see if the current selection is purchased. Anything that isn't purchased will have a price below it. Some items cycle through various colours etc. and you have to buy each one. Basically just wait a few seconds on each page looking for any silhouettes that appear and move onto them to buy. You can only buy at the time in the cycle when the silhouette is showing, when the price will also be showing. Once you're sure you've finished with Switches for the current level, press RB to move onto Adventure. Repeat this process through to the last category, Hazards. Now, once you've done with Hazards, YOU'RE NOT DONE YET (this is where I went wrong). Press yellow to get back to just standing around with no menu showing. Now press RB. Your character will change to a fighter guy and the yellow button will now take you to the Baseplates menu where there are more items to buy. Follow the same pattern to buy every baseplate item. After the baseplate guy, RB will cycle on to the horned guy which will give you the menus for cars, enemies etc but for me there was nothing to purchase in his menus, and finally, the landscaping UFO also has nothing to buy.

Verbose description I know, but I just wasn't getting what I had to do from some of the shorter solutions so I hope this helps anyone as dopey as me who was struggling and getting frustrated ;)
