As stated above, you must purchase every weapon in the game. I thought it would be helpful to document the list of weapons. You also should know that some of the weapons are not available until later in the game. A few weapons become available from perks, and are noted in the list.
I purchased every weapon, including the gold perks, so I don't know if the achievement will unlock if the perk items are not purchased. I had enough money to buy the weapons when they became available by doing main and side missions and freeplay events.
Pistols:
- Kruger Pistol
- Silenced Pistol
- Raum Pistol
- .44 Pistol (Perk reward)
- Executioner Pistol (available after the game is completed)
***Achievement will unlock after you complete the final mission AND go to a shop/weapon supplier, purchase the weapon and press B button to exit.
Machine Guns:
- MP40 SMG
- MP44 MG
- Tommy Gun
- Viper SMG
- Terror MP60 (avail during and after Boiling Point)
Shotguns/Rifles:
- Double Shotgun
- Trenchgun
- Terror Shotgun (avail during and after Boiling Point)

- Scoped Carbine

Special Weapons:
