Press start, go to the stats tab. scroll to about midway and you should start to see places you need for this achievement:
Champagne-Ardenne
Lorraine
Picardia
Normandie
Centre
Bourgogne
collect all of the items and the achievement will pop |

Okay after thinking that I was missing a map I figured out the problem.
Was anybody else missing and collectibles in the Champagne -Andenne, Picarde, and Centre?
Don't give up!
Gare Saint Lazerre is part of Picarde so if your missing any in Picarde go to Gare Saint Lazerre and clean em up.
Gave De l'Est is part of Champagne - Andenne so if your missing any in Champagne - Andenne go to Gave De l'Est and clean em up.
Fairgrounds is part of Centre so if your missing any in Centre go to Fairgrounds and clean em up.
This isn't much of a solution I recommend following the guide above, but this is just to help people that were stuck like I was.
