the first chance to get this item is in your hometown, just before leaving to venice.
leave by the upper exit, go left and you'll see a large open space with lots of enemies, defeat them and you'll get the leather mail.
if you got 500 ducats, you can ask mattheo to customize it.
if you haven't got the money, wait until you're in the innercity where you can buy a smithy for mattheo and customize it then.
