In Dragon Harbor you will receive a quest from Zepplin Master Page to collect zepplin parts called "On the Road Again". Once you have found at least three DIFFERENT parts and given them to Zepplin Master Page, reload the area (exit the harbor and re-enter, or warp to your dragon tower and return). Once you return speak to Sepp (can be found sitting on the loading ramp to the zepplin). He will ask you if you would like a flight to Aleroth, so simply accept.

Note: you do not need to complete the "On the Road Again" quest, just find at least three different parts.
