When you start up the Knoxx DLC, you will have to see Scooter. Complete that mission, and then you will get a mission to make a new car called the Monster, simply find to easy to find parts, put them on the car and you're done.

You will get this after you complete the quest "Greasemonkey"

In this quest you have to three parts for a new vehicle. This shouldn't be too hard, just follow the waypoint on your compass and you should find the parts in no time.
