Easiest way of all...
Find the specs for the Lancer.
Spawn a Lancer at a vehicle station.
Right bummer to 2nd vehicle at the station and spawn a racer.
Fire away from inside the racer.

| Dead easy, once you have met Moxxi, you'll be able to build the Racers, make your way back to the previous area, once you see a Lancer, press A for a lock-on & use the rockets - just keep your distance & watch out for the probes that attack in groups |

I got this one on my own. I went straight to playthrough 2 when I got the DLC and started doing the missions. My Hunter went up levels quite fast. After getting to about level 57 I went back and loaded up the first playthrough and did the missions again (slightly boring, but very fast to do) and unlocked the Racer.
As soon as I got it, I killed a Lancer with the first 4/5 shots without any fear of being destroyed by return fire.

The important thing here, as hinted at in the first solution and comments, is to keep your distance.
Do not under any circumstances simply drive up close and hope to blow up a lancer with a racer. What you need to do is, when you get the mission from Moxxi, spot at a distance a lancer and target it.
Get your weaponry organised and get in some long distance hits to do the job.
Another, slightly easier way (as mentioned in the comments above) is to hit the lancer with a homing weapons from the Monster to weaken it before delivering the coup de grace with the racer.
For this method though you will ned more than one player - so co-op here we come!! |

It's possible to do this one as soon as you get the specs for the Racer.
Once you get back on the Crimson Tollway a Lancer should spawn just beyond the barricades in front of you. Simply lock on and race by it, firing rockets as you go - don't slow down to check on the damage until you go over the first dip. It might not be dead but it should be well down on health so one or two more rockets will finish it off. |
