You get this by filling an entire room with decorations and stuff.
From Main menu, chose My Arcade to enter Edit mode.
Then press A to enter the room, one of the yellow circles will be selected. Press A to place an item in that yellow circle spot.
Go left and right to change spot and place more decorations, place something en each spot in the entire room.
