Each week there is a new Weekly Challenge. Look the challenge up in the Halo Reach menu or on Bungie.net. Complete the challenge and you get the achievement.
So far the challenges have been relatively easy, but usually require playing over a few days to acquire. For instance, a recent challenge was to complete 30 multiplayer matchmaking games in a week.
Edit (6/12/12): Okay, so I noticed I started getting some negative votes on this. I guess it's due to Bungie shutting down their website and Halo Reach moving to xbox.com. The only place I found the Weekly Challenges listed now is here: http://halo.xbox.com/en-US/Career/HaloReach/Challenges

I was only able to find the challenges listed in the game's menu and on this blog: http://facetioussincerity.blogspot.com/2013/05/halo-reach-da...
You are going to need to look on the left side in the blog archive. To find the weekly challenge, you will need to find the Monday of the week you are on. Alternatively, there is a link on the bottom of each day's page that will lead you the the week's respective challenge.
As an added bonus, not only are the challenges clearly described, he explains tactics and gives some tips on completing them. If the current week's challenge seems unusually tough, it is likely the next one will be more straightforward. They seem to vary greatly in difficulty week to week.
